Is Paypal expecting user to be "Registered" first before login ?

I have set up the integration to Paypal for login but encountered the following error :

    This means that the Client ID that you have entered in the PayPal setup in your OneAll account is not correct. Please follow the PayPal setup guide in your OneAll account and make sure that you copy/paste the Client ID/Secret exactly as indicated in the setup guide.
