How to register for a Facebook developer account?

Hi. I'm following the steps, but everytime I try to register to be a Facebook developer , it reads, "This account is not authorized to manage apps."
HELP!!!!!!!!!!!!!!!!!!!!!

    if you go to this page you should have an option to register as developer:
    https://developers.facebook.com/apps/

    The problem is whenever I go to https://developers.facebook.com/apps/ what happens, is it takes me to my facebook page. So, I type the address separate and when I try to register as a developer, it reads, " This account is not authorized to manage apps. Please use your verified personal Facebook account to create and manage your apps." I've verified my mobile number. Still, NOTHING! What do I do to further authorize my account with Facebook?

    This is the problem I am having. It is a Facebook problem. Maybe you or someone in the forum can help me?
    When I try to create the app on the Facebook developers page, I get a message saying. "The account is not authorized to manage apps."
    I have verified my number and did all I was instructed to do. NOTHING!
    I contacted Facebook's SUPPOSEDLY technicians and was told that to authorize my account, Google required me to purchase a Google play card for $200! I DON'T THINK SO!
    Can you SMELL the scam?!
    Anyway, I need help! What do I do?

    please make sure to login with your personal Facebook account. If you login with a business account or a page, you will see that error.
